Description:
Working across the breadth of the department and with stakeholders, lead, coach and guide the Procurement team on Compliance, Risk, Systems, Process and Business Planning. Lead, implement and support activities that will drive a culture of planning, performance and continuous improvement.
Key Accountabilities
* The role will be the subject matter expert for the Procurement team and key responsibilities will look to consider:
* Responsible for the adaptation of transitional and existing approaches into proportionate, simple and value adding processes, policies and systems.
* Lead on the risk and compliance and audit processes across Procurement. Report on the governance position, coach and guide the function to take ownership for effective first line control and assurance to manage internal & external risk and ensure supply chain resilience. Address any internal audit and risk and compliance recommendations that relate to procurement.
* Working closely with IT and Procurement Leadership team, develop, shape, implement and own the Procurement systems roadmap to supports our strategic priorities, performance and drive value for the business. Responsible for owning and evolving the suite of available research tools, supplier and market insight data etc.
* Work with Procurement leadership to create and implement a proportionate approach to business performance planning and reporting that considers KPIs, resourcing, budget and spend tracking, aligned to upper decile measures.
* Accountable for managing the performance of the operations of the procurement functions by coordinating and owning MI and performance KPIs, support analysing procurement and supplier data to develop a view of performance and opportunities/supply risks.
* Accountable for updating procurement wide processes in line with good industry practice and procurement regulations. Responsible for problem solving and making recommendations on more efficient ways of working.
* Support the training of the procurement teams. Responsible for working with line managers to track progress and reporting of training requirements, identifying where gaps exist.
* Establish and lead a team.
Section 4 - Knowledge, Experience and Technical Know How
* Broad knowledge of Procurement, key processes, systems, deliverables and capabilities.
* Excellent relationship building skills and ability to interact credibly and genuinely with stakeholders at all levels (including up to Board level).
* Ability to make recommendations to drive performance and progress.
* Knowledge and understanding of risk and risk management.
* Knowledge and understanding of business planning monitoring and budget reporting.
* Knowledge and understanding of common procurement systems and data
* Demonstrate experience of developing and implementing senior management reporting suitable for board level.
