We are recruiting for a leading construction contractor looking to add a Quantity Surveyor to their team!





Job Title - Quantity Surveyor

Area/Location - Waterloo

Type of Job - PermanentStart Date - As Soon As Possible

Salary - £40,000.00 - £50,000.00





Purpose of the Role-

Reporting to a Senior Quantity Surveyor or Managing Quantity Surveyor you will be responsible for successful commercial management of pre-construction and construction works . You will be responsible for the robust commercial management of schemes through design and construction, you will ensure Supply Chain are managed in accordance with their subcontract and ensure the teams are fully aware of thecommercial position of projects within your remit to ensure the team can make informed decisions and ensure there are no surprises. This entails working closely with our customers, stakeholders, our main design partner, other designers, supplier partners,and our delivery teams to build an open and honest relationship that delight our customers, are of a high quality, within the financial targets set and in line with agreed programmes. You will lead by example by engendering the collaborative team culture throughout the project team, including suppliers and customers, ensuring that everyone works towards our common vision of a vibrant delivery mechanism that delivers on promises, chosen by customers and has safety at its core.



A Few Key Responsibilities of the Role-

Safety, Health & Wellbeing:

* Putting safety, health and wellbeing at the heart of decision making;asking, listening and responding, creating an environment where ideas are freely expressed and lessons learnt without fear of recrimination, promoting everyone going home safe, every day.
* Continuously contribute to your own personal development with the support of the Senior Quantity Surveyor
* Complete 2 safety tours per month
* Encourage a "don't walk by" culture
* Submit 5 Improvement Opportunities each month with at least 2 of these being Close Calls
* Ensure weekly site visits are taking place on all of your projects



Environment and Sustainability:

* Putting the Environment and Sustainability at the heart of decision making ensuring we are complying with our obligations within the contract
* To actively participate in CorporateSocial Responsibility (CSR) events

Assurance:

* Ensuring that legislative, Osborne and Network Rail mandatory policiesand procedures are delivered appropriately within the governance framework.
* All Governance applicable to Stage 1 (Gateway 4to 10b ) contracts and stage 2 contract (Gateway 4 to 10a) will be completed compliantly (in line with modifications contained within the OTW Framework Management System) and on time.
* You will act within the level of responsibility as defined in the Infrastructure Authority Matrix, at the level of Quantity Surveyor
* All files/information generated relating to commercial willbe uploaded to iGO and named in accordance with the IGO naming convention
* Cost Plans are created within 2 weeks of contractaward and reviewed weekly to ensure alignment with the project deliverables.
* CVR's are completed and uploaded in-line withthe Osborne reporting requirements
* Project Controls will carry out audits on all projects across the framework, It is your responsibility that all Osborne processes and procedures have been followed to ensure there are no non-conformances on project within your remit
* Fully understand and provide a positive contribution to the commercial KPI's for all of your projects

Commercial :

* Take full accountability for the financial performance of your projects, Ensuring the contract is administered appropriately at all times
* Ensure contractual timescales are adhered to
* Ensure that change control is administered properly in accordance with the timescales of the contract with weekly reminders sent to the project team including our customer Network Rail
* Effective management of risk and opportunity and sharing of best practice with the development and project team
*All cost plans to be in place within 2 weeks of contract award
* Target 3% efficiency savings on all projects and record the data on the efficiency saving register
* Ensure profit target are achieved as set out in the Gateway 7 and business plan
* Ensure subcontract scoring is completed on all projects that are "live"
* Ensure Applications for Payment are accurate and our cash position is maximised at all opportunities taking into account actual costs and accruals.
* Attend weekly project meetings* Ensure the Project Execution Plan (PEP) is fully up to date on all projects and completed within 2 weeks of contract award* Ensure the procurement schedule is in place and agreed by all members of the Osborne Project Team
* Ensure pre tender subcontract meetings are taking place on all projects
* Ensure the monthly reporting is completed on time and uploaded to our Coins system with a full CVR commentary for all live projects to be uploaded.
* Ensure the Most Economically Advantageous Tender (MEAT) process is followed on every project and compliant with the contract.
* Ensure all Supplier payments are approved withinthe contractual timescales
* Ensure all Suppliers are fully compliant on Construction-line before any orders are issued.

Planning:

* Undertake monthly reporting in line with OTW requirements including MPR's, CVR's and CVR commentaries on time.* Maintain accurate monthly project forecasts for all projects relevant to your Package of Works
* Ensure contract administration is managed in accordance with the timescales set out within the contract
* Ensure the cost plan is fully in-line with thelatest programme
* Ensure all projects have a programme accepted within CEMAR
* Ensure project completion is in-line with the contract completion date as this will impact the timely completion KPI

People :

* Typically line management responsibility for a Trainee or Graduate Quantity Surveyor
* Effective 121's, PDP's and development plans for any direct reports
* Formclose relationships with other teams to ensure that we share resources, innovation, and process to ensure we deliver as one.* Support the Project Manager in converting opportunities into turnover
* Provide contractual support to the Pre-Delivery andDelivery teams to up-skill contractual knowledge across the teams
* Visiting and interacting with site teams to ensure lessonsare learnt and solutions are deliverable
* Build rapport with the Pre-Delivery / Delivery Teams as well as our Customer and our Suppliers.

Continuous Improvement :

* Lead on increasing the use of the contract, up-skilling all teams you work with* Understand lessons learnt on all projects and ensure these lessons are implemented on all new projects and shared with the wider team
* Embrace Lean personally as a means of driving out waste and seeking improvements in all activities
* Identifyingnew thinking and innovation through collaboration on project delivery and implementing it successfully.
* Raise at least 5 Improvement Opportunities per month



Essential Experience of the Role-

* Track record in successfully managing and delivering against deadlines
* Evidence of building effective relationships with teams
* At least 5 years' experience in the commercial arena. Experience and knowledge of construction industry - awareness of current techniques.
* Has worked in a rail environment and been responsible for, 5 commercial performance using NEC forms of contract
* Is Degree qualified in a Quantity Surveying / Construction Management or related course (or equivalent relevant experience)
* Working towards a Professional membership with a recognised and relevant Professional body, i.e. Royal Institute of Chartered Surveyors Safety
* CSCS card
* Personal Track Safety
