What is the Purpose of This Role?

The Senior Highways Engineer will work as part of the Asset Management Team, responsible for delivering an Asset Management Programme to the carriageway and foot way network, drainage systems and road markings, this includes the innovative Network Recovery Programme (NRP), with the aim of improving the condition of the Borough's highways infrastructure. This role will play a key role in a highly motivated Highways Maintenance team,participating in the delivery of the effective and efficient Highways Maintenance function within the Re Highways Team. The post holder will be responsible for the effective design of a portfolio of projects within the Asset Management Programme, including the NRP and drainage schemes. The post holder will be required to carry out their duties as part of a team delivering front line services within a holistic approach to the maintenance of the public realm. The post holder duties will include the preparation of drainage schemes and other works in order that the requirements of the Capital and Revenue programmes are achieved, including works funded by developer's contributions, and provide technical support and information to enquiries. The role may requireoccasional out of normal hours working to facilitate the successful delivery of the programme.



Key Responsibilities* To carry out the design and supervision of projects, preparation of estimates, working drawings and Contract documents for projects of varying complexity.
* To prepare estimates and lead on the administration of contracts and to ensure compliance withcontract conditions, contract specifications, financial regulations, standing orders, policy documents and the relevant legislation.
* To coordinate and supervise projects and to assist in obtaining the necessary technical, administrative, and financialapprovals in the preparation, supervision and administration of the project and programme. To lead on projects as allocated.
*Participate in the development and co-ordination of the effective delivery of the Highways Authorities 1980 & Land DrainageAct 1991 duties and responsibilities, including responsibility for the public open space drainage, identification of defects and instigation and monitoring of remedial work.
* Participate in the preparation and specification for tendering and implementation of highways maintenance contracts in accordance with current legislation, analyse and report on returned estimates and tender documents as required.
* Respond efficiently and effectively to enquiries and complaints related to any aspect of the service provided by public open space drainage from customers and other sources. Record findings and initiate action as necessary taking appropriate action to ensure customer satisfaction.
* Participate in the design, implementation and review of management systems and maintenance inventories and procedures to monitor the performance of all highways management contracts and services.* Prepare, develop and review the Service plan in respect of public open space drainage in order to contribute to the Area, Group and Directorate business plans.
* Provide public open space drainage statistical information in accordance with the requirements of the Audit Commission, CIPFA and other government and regional bodies in line with continuous improvement principles and Best Value evaluation processes.
* Participate in the development, monitoring, control and review budgets held in respect ofcontracted Highways Management Services.
* To respond to emergency situations and react accordingly in line with service requirements and the Council's civil emergency planning arrangements.
* To carry out condition surveys and site surveys as directed and to undertake the preparation of reports with associated recommendations.
* To ensure that the contractors are deliveringquality services in compliance with specifications, through maintaining adequate records to address non-compliance issues and resulting remedial actions.
* To liaise and deal courteously and in line with policy with all enquiries from elected Members, members of the public, and stakeholders to deliver service excellence, including the preparation of high quality, factual, letters, technical reports and other documents as required.
* Support the delivery of enforcement action including providing adviceand guidance; issuing formal letters; serving Notices; carrying out of default action; recovery of costs for carrying out default works from the third party; support issuing of fixed penalty notices or prosecution.
* Undertake the coordination and production of witness statements, evidence file production, liaison with other enforcement agencies and attendance at court as required.
* To liaise with all relevant Stakeholder to ensure effective programming of the project to avoid unnecessary delays.
* To liaise with, where appropriate, other agencies and bodies and internal departments, to ensure the schemes are coordinated.
*To deliver, at all times, a professional technical service aligned to "the Way We Work" contributing to Re and the Council's wider objectives, responding to customer's needs and the principles of continuous improvement.
* To attend internal and externalmeetings and represent the service at public and other meetings as directed, maintaining service excellence and customer care at all times.

Essential Experience

* Five years relevant professional work experience in Civil/Highway Engineering, Building Services Engineering, Transportation or equivalent
* Degree in CivilEngineering, Water Engineering, Transportation or equivalent
* Demonstrable suitable relevant experience in successful delivery of drainage and/or flood risk management schemes, from pre-design through to implementation and sign-off
* Demonstrable experience of asset management approach
* Detailed specialist knowledge with regard to relevant legislation, technical specifications, standards and codes of practice and ongoing developments in the area of highways drainage
* Good IT Skills - including the use of Auto-cad and Microsoft Office Suite including Word and Excel
* Knowledge of relevant standards and contracts including DMRB, British Standards, MCHW and NEC Contract
* Ensuring designs are carried out in accordance with current design standards taking into account CDM legislation, whole life costing, value and risk management
* The ability to set and work to personaldeadlines and targets to meet the requirements of programmes of work, to meet client's needs and to respond to targets set by others
